ITANAGAR, July 3: The RGU  has declared  the  examination results of  B.A. first year  and B.Sc second year (Pass & Hons) in  annual system and  BA II Semester and  B.Sc.II & IV semester  system. Results of other courses shall be declared in phase-wise soon, according to a University release.

 

Full-fledged directorate for border affairs

ITANAGAR, Jul 03: The state government approved for creation of a full-fledged directorate of Border Affairs.  The  state Cabinet further has decided for creation of post for 'C' Class police station at Maro, Borduria, Pumao, Liga, Piyong, Jomlo, Nampai, Toru and other places including those approved earlier depending on the crime profile, remoteness and security scenario of the area.

 

Fund for power and PHE departments

ITANAGAR, Jul 03: In addition to the funds released for restoration works, the Arunachal Pradesh government has decided to release Rs 5 cr. each to Power and Public Health Engineering departments to restore damages of power supply and water supply throughout the state.

 

King cobra rescued

ITANAGAR, Jul 3: A 9 feet 2-inch long King Cobra was rescued from Tippi residential area of Bhalukpong circle on June 30 last by the staff of Tippi Wildlife Range Office. The snake had entered into the house of a local resident. Local residents were about to kill the Cobra fearing for their lives but was saved with the timely arrival of staff from Tippi Wildlife Range Office, one Krishna Lamgu, beat guard, who courageously  caught the reptile single handedly with the help of a snake hook.

The snake was later released in Pakke Tiger Reserve by RFO of Tippi Wildlife Range, Kime Rambia. King Cobra is the longest venomous snake in the world and a single bite can kill a person in 30 minutes and an elephant in few hours.

 

Workshop on self-empowering

ITANAGAR, July 3: The Vivekananda Center of Excellence has conducted a five days self-empowering workshop on life-skill education at Sangay Lhaden Sports Academy, VKV Chimpu, Vivekananda Central School, J N K Public School and R K Mission School of Nursing from June  29 to July 3.

The main objectives of the workshop is to enhance the mind power of the students and make them more efficient in terms of academic performance. The resource persons Rajat Mishra, Principal Consultant, IQF, New Delhi and IQF faculty H S Negi  conducted meditation and mind sharpening games during the workshop. Vivekananda Center of Excellence was inaugurated at Naharlagun on June 27 last with an aim to give extensive training in yoga and  meditation with advanced learning techniques.

 

Trekker falls into nallah

ITANAGAR, Jul 03: A passenger trekker met with an accident and fell into a nallah in between the two petrol pumps at C Sector here today afternoon.

The accident occurred when the trekker hit a stone pile at the broken culvert in between the two petrol pumps, eye witnesses say.

Fortunately, there was no passenger in the vehicle and the driver has had narrow escape.

 

ANYA opposes increase in retirement age

ITANAGAR: All Nyishi Youth Association (ANYA) has opposed enhancement of  the retirement age of the govt employees from 58 to 60.  

Already the youths of the state are reeling under severe unemployment problems; so the decision to increase the age is not logical and healthy, it said in a release.

The state really needs young people in various fields and under such circumstances, if the  retirement age is increased, it would be ridiculous, says Biri Kakum, President ANYA.

ANYA appealed to the GoAP not to increase the age for the betterment of the youths as it threatened to launch democratic movement.

 

ABKLSU draws CS attention towards Bameng

ITANAGAR, Jul 03:  The All Bameng Khenewa Lada Students Union (ABKLSU) of East Kameng district today drew Chief Secretary's attention towards plight of Bameng ADC headquarters. In a representation, ABKLSU ruefully expressed that ADC headquarter is deprived of administration and governance claiming that administrative officers posted there are functioning from Seppa, the district headquarter.  

ABKLSU demanded the chief secretary to initiate appropriate steps to ensure that officers posted at Bameng, Lada and Khenewa stay at their posting place and rule of laws prevails in the area. ABKLSU also sought for empowerment of Bameng ADC to an independent charge so that ADC could exercise the power to issue important official documents such as Trading License, Arms License, Ration Card, ST and PRC etc.  The union informed the chief secretary that Bameng is  one of oldest circle headquarters of the state, but   the administrative officer was not give sufficient power.

Earlier, the union also made a representation to DC East Kameng demanding for shifting of administrative officers to their respective posting places.

 

CHC sans doctor at Parbuk

ROING, Jul 03: The members of 8-Bukkong Anchal Block have demanded for immediate posting of doctors at Community Health Center (CHC) Parbuk.

Highlighting the problems faced by the people of the block because of unavailability of proper health care facility, the Anchal Block in its letter to the Deputy Commissioner today requested for posting of atleast a general medical officer, physician, obstetrician and gynaecologist at the CHC before July 20.  

Reportedly, the CHC has been running without a General Duty Medical Officer since 2013, causing a lot of problems for the villagers as the poor can not afford to travel even to the District Hospital Roing for treatment.

ASM Mobang-I Ukiyar Ratan informed that the patients are now dependent on the allopathic medicines prescribed by a homeopathic doctor (Ayush) who, along with a dental surgeon, is running the CHC currently.

"We are not demanding all the prescribed manpower and the facilities laid in the guidelines for functioning of a CHC under the Indian Public Health Standard (IPHS). But we are demanding to provide the minimum health care facilities", said Ratan.

He also said that the problem has been reported to the competent authority in the past many times, but to no avail.

 

BJP accuses  Congress of being illogical

ITANAGAR, Jul 03: BJP has said that Congress allegation that funds are being stopped by the centre at the behest of BJP state Unit is uncalled for and illogical.

 Pointing out several  initiatives by the centre, BJP suggested the APCC and its frontal wings to update themselves on recommendations of the 14th Finance Commission for the state.

It said that Congress Party is misleading the people of the State and getting political mileage out of it and at the same time making an attempt to protect and preserve deep rooted rampant corrupt practices by the Congress govt in the State.

BJP further said that the Congress Party is in the habit of giving un-called for and morbid allegation against the State BJP Unit without substantiating with facts and figure.

The Chief Minister of the State is also a Member of the sub groups of the NITI Aayog who were to determine the funding patterns of the State Unit under various Central Sponsored Scheme, the BJP added.

 

Deviation of project alleged

ITANAGAR, Jul 3: The Bharatiya Janata Yuva Morcha (BJYM) Capital unit has alleged that the road project from 51km point of Seppa-Chayang Tajo road to Sawa HQ (Stage-I) is being diverted into another project. It wrote a letter to the Chief Executive Officer of ARRDA in this regard which said that the project which was initiated in the year 2013 is yet to see any work.

Further saying that the project is of no use without a bridge which is to be built over Para river, it requested for issuing order for early construction of the bridge under the project.

9 shops gutted in Miao town, no fire tender

ITANAGAR, Jul 03: In a major fire accident that broke out at the main market of Miao town in Changlang district on Thursday evening, nine shops were reportedly gutted down and nine more partially damaged.

Police source in Miao informed this daily that ravaging fire broke out around 9:30  in the evening engulfing the entire areas within minutes. Some of the gutted shops were shop-cum residents, police informed.

Though the incident occurred within walking distance of Police Station Miao, the police personnel was unable to douse the spreading fire due to absence of fire brigade in entire Miao town, a police officer resented.

It is believed that fire broke out from paper pulp egg tray being brunt to ward off mosquitoes, police added.  

Police further added that properties worth crores of rupees were reduced to ashes, according to preliminary report. However, the proper properties lost assessment is yet to be made.

Sources also informed that private fire fighting tanker was called from Kharsang, 20 kilometers off Miao, however, by the time tankers reached, the entire shops were gutted down completely.

 

 

Forest guards cry foul

PASIGHAT, Jul 03: The forest guards serving under state forest department have decried the alleged negligence of higher ups of the department concerned in conducting departmental promotion committee meeting for several years depriving them from their due promotion.

The 'Arunachal Pradesh Forest Guards Welfare Association' with its HQ at Pasighat in a representation  submitted to Principal Chief Conservator of Forest (PCCF) on June 30 stated that non-constitution of DPC for the last several years has resulted in complete halt in promotion of as many as 106 forest guards (both territorial and wildlife) serving under various divisions throughout the state.

The association functionaries rued that in spite of submission of Annual Confidential Report (ACR) and 'No Objection Certificate (NOCs) required for promotion, the authority is denying their due promotion.

It is alleged that the authority is keeping the DPC meet in abeyance on the pretext of non-availability of ACR against a few forest personnel.

As per the 'service rule', the association said, the Range Officers and DFOs concerned have privilege to assess the performance and prepare ACR of the serving forest personnel; but they have been showing reluctance to do the same with reasons best known to them.

As per information, the then Conservator of Forest (HQ) in a letter in February, 2014 requested the PCCF, CCF and Director of SFRI, Itanagar to submit ACRs and NOCs of the serving forest guards to his office by March 20, 2014. But the ACRs and NOCs against the incumbents were not submitted on time.

Later on, the CF sent a confidential letter to PCCF on September 24, 2014 wherein he clearly noted that the DPC meeting scheduled to be held in August, 2014 could not be conducted due to non receipt of ACRs and NOCs of the eligible incumbents within the scheduled time.

Holding the officers and officials concerned responsible for the deprivation, the association gave the authority concerned 15 days for constitution of DPC failing which the association threatened to knock the door of court.

 

 

Cooked mid-day meal to students through centralized kitchen

SEPPA, Jul 03: Inspired by the services of Akshay Patra, a reputed NGO of India that provides cooked Mid-day-Meal to the school children in the metropolitan city, like Bengaluru, Deputy Commissioner Sandeep Kumar Singh and Additional Deputy Commissioner Pooja took initiative to provide cooked meal (MDM) to school children of Seppa township through centralized kitchen.

It was informed by many Headmasters that the Govt. has not provided kitchen sheds to the new schools for which they have been facing a lot of problems in providing cooked meal to the children. And taking the problem into account, it was decided to start a centralized kitchen shed in the district headquarters. The Deputy Commissioner selected a Self Help Group, namely "Chengtam Ane Self Help Group" of Sangkam Colony for providing cooked meal to the school children of four schools of Seppa township, namely, Govt. Middle Schools at Type-I and  Cooperative Colony, Seppa, Govt Primary Schools at New Kakukao and Forest Colony during the current session 2015-16.

Accordingly, the SHG started to provide cooked meal to the 754 children of Cl- I to VIII.

Parliamentary Secretary (Tax & Excise) cum local MLA Tapuk Taku accompanied by the Deputy Commissioner, ADC, DDSE, BEO (Hq) and field functionaries of Education Department inspected the Centralized Kitchen and highly appreciated the initiative.

Both the Parliamentary Secretary and the Deputy Commissioner interacted with the members of the SHG and assured them of all possible help by the District Administration for proper functioning of the centralized kitchen.

The DC suggested the members of SHG to maintain utmost cleanliness.

"Food should be supplied only after testing," he said and directed the field functionaries to monitor this kitchen daily on rotation basis.

All the schools of Seppa township may be brought under this system if it is found successful and satisfactory, he opined.

They also inspected the ongoing construction of school building of Govt. Hr. Sec. School, Bazar Line, Seppa under MSDP by DUDA and interacted with the students, wherein he was informed about the shortage of desk and benches.

While assuring to solve the problems, the Parliamentary Secretary and the DC advised the students to maintain discipline and devote their maximum time in studies. DIPRO

 

 

Digital India prog to bring

revolutionary changes: MLA

PASIGHAT, July 3: "Digitalization of  various Govt services under Digital India programme will bring revolutionary changes in the working system and benefit the general public" said MLA Kaling Moyong  while addressing the  PRI members at the awareness cum sensitization programme on Digital India week here today. The  Digital India project is an eye opener and  everyone should welcome it, he said.

Speaking on the occasion, ZPC Kaling Dai appealed all to equip themselves with modern information technologies. All efforts will be put in place to make the PRI members and the public aware of the benefits and utilization of computers.

East Siang Deputy Commissioner Nidhi Shrivastava said that the digitalization process should percolate down to the grass root level.  Explaining  the salient features and importance of digitalization, Shrivastava said  that the PRI have great  role to perform in creating awareness and popularization of the digital programme.

Pasighat ADC Deepak Shinde informed   that computer training for PRI members and councillors will be held shortly. By next year at least one village will be connected by internet.

AALO: An essay competition on 'Role of Computer in Education' was conducted for both college and school students as part of a day-long awareness campaign to mark the Digital India Week at SFS College Yeggo here today.

Addressing the students on the occasion, district informatics officer Nyaken Ori highlighted the role of computer education and its functions in various establishments like post offices, banks and educational institutions and its extended areas of services all over the country.

Manager Fr. Augustine and faculty member Kenli Ete also spoke in detail about the importance of computer education, reports DIPROs.

As part of the 'Digital India Week' celebration, an inter-school quiz and painting competition  with the theme 'Digital India' was organized by the Information Technology and Communication department at Don Bosco Youth Centre, Vivek Vihar  Itanagar today. Students from more than 12 schools of  the Capital Complex participated in the competitions. The quiz competition was hosted by Debasish Goswami, head of  state e-Mission team.

C D Mungyak, Joint Director of the department spoke on the digital India programme and its importance in the emerging IT age. Hano Takka, Deputy Director of the department also spoke on the occasion.

 Director of the IT department Neelam Yapin Tana was also present.

The winners of the competitions will be announced at  the state level 'Digital India Programme' slated to be held at Banquet hall, Itanagar on July 6.

 

 

Rebia takes part in mass plantation

YUPIA, Jul 03:  Arunachal Legislative Assembly Speaker Nabam Rebia today took part in a mass tree plantation drive at Sangdupota circle and encouraged them to plant trees in the premises of schools, offices and villages thereby contributing in making green Arunachal Pradesh greener.

Rebia engaged two youths of the area in forest department to look after the planted trees. He also instructed the DFO for making necessary arrangement to ensure their growth. He opined that a forest range office must be set up at Sangdupota.

The plantation programme was organized by Socio Economic and Educational Society in coordination with Forest Department Papum Pare.

Later, addressing the public at Community Hall, Rebia reiterated his call to the public for extending cooperation and creating development-friendly atmosphere for proper implementation of all developmental schemes.

Rebia, who is also the local MLA, said that picturesque Sangdupota circle is already enlisted under tourist circuit of the state and expected to become an important tourist destination in days to come.

The proposal for adventurous river rafting from confluence of Poma and Papum River, which culminates at Ramghat, Tarasso, has already been sanctioned. A tourist lodge will be establishing soon at Sangdupota to facilitate tourists, he said and advised the people to maintain cleanliness and show hospitality towards visiting tourists.

Earlier, Rebia visited Govt. Secondary School Jote and inspected the school infrastructures. He interacted with students.

At Sangdupota,  Rebia informed that Govt. Secondary School  will be upgraded to Higher Secondary School.

No compromise on health, education and water: Kumsi

PHED Consultative Committee meeting

ITANAGAR, Jul 03: The meeting of Consultative Committee constituted by the Department of Parliamentary Affairs for PHED was held under the Chairmanship of Takam Pario,  Minister PHED.

Kumsi Sidisow, Parliamentary Secretary, PHED, opined that there should be no compromise when it comes to health, education and water, whether at State Govt's intervention in terms of funding and other support or planning or implementation or its monitoring. He suggested that a team which may include members from Consultative Committee may undertake tour of the districts after monsoon where besides monitoring of important subjects of Govt programmes awareness campaign can also be taken up. With population rising at a rapid pace and urbanisation process peaking, Minister PHED dwelt on the challenges facing the Department on not only enhancing the quantity of the water for delivery but also the quality.

He opined the need to have a dedicated flagship programme in the state to address the all important and crucial subject of   water and sanitation holistically. He called for the support of the committee members. On the need to preserve the discharges in water bodies, he advocated dovetailing of activities of PHED with Forest and other relevant Departments while also involving the PRI's in the decision making process, awareness and implementation of protection measures.

Tajom Taloh, Commissioner, PHED requested intervention of the members in improving the overall efficiency of the Department while also calling for the need to conduct such meeting at least once annually before budget session.

Er. Tomo Basar, CE (D&P), appraised the house on the ongoing programmes/projects, achievement made in last two years, vision plan of the Department, shortcomings impacting the Department and intervention required from the Consultative Committee members on both water and sanitation sectors.

Nikh Kamin, MLA suggested that more dedicated effort on awareness component of Swachh Bharat Mission should be undertaken. He also requested Minister PHED to conduct similar appraisal meetings with other MLA's as well where Department can make presentations so that Department's planning-perspective & field activities can be understood and necessary support at appropriate forum can be mustered; water & sanitation being such a crucial subject.

He also highlighted the problem on water sector being faced at his constituency Bordumsa without any perennial surface based sources and invited strategy from the Department to solve the crisis once and for all.

Tirong  Aboh, MLA advocated for efficiency based posting of officials in the field to get best out of them in the service for the people besides ensuring their presence in their place of posting. On the approved pattern for transparent distribution of funds amongst the Divisions employed by the Department, he suggested that the component of needbase allocation may be reduced to 30% and component for constituency be enhanced by 10%.

He expressed his apprehension on the feasibility of source of Khonsa water project and also appraised the house on the villages where water stress is felt.

Er L Kri CE EZ clarified the misgivings and informed the overall progress of the project.

 

 

Govt approves infrastructure development project for Arunachal

ITANAGAR, July 3: The state cabinet on Friday approved an ambitious project - Infrastructure development of twin capital city Itanagar and Naharlagun.  

The Cabinet under the Chairmanship of Chief Minister Nabam Tuki gave the go-ahead to the project that would include three fly-overs, a three-storied City Center, a metro-cable car service, an automated multi-level car parking facility, a by-pass double lane road, a transit center for state transport buses and an elaborated storm water drainage system at an estimated cost of about Rs 1500 crores  for seeking funding from multilateral agencies through Department of Economic Affairs and Ministry of Finance.

As per the project proposal, three fly-overs have been planned - two at Itanagar and one at Naharlagun basically to streamline the hugely congested traffic flow, which is increasing at an alarming rate. The three highly built-up market areas that witness maximum traffic congestion have been identified where the fly-overs have been proposed. These are Ganga Market and Bank Tinali at Itanagar and the main market area at Naharlagun.

The City Center, according to plan, is to be established at Naharlagun with sufficient parking space and facilities of lifts and with all modern amenities. The Center will accommodate super markets and departmental stores, retail commercial shops, food courts and multiplexes. The objective is to cater to the needs for organized commercial, retail and entertainment infrastructure to the citizens.

The most significant infrastructure development plan is the construction of a metro cable car service, which will not only ease commuting within the capital complex but also add to the tourism prospect of the state. As per survey, this mode of communication is most eco-friendly with no air emissions, no noise pollution, no hazardous by product with least tree felling.

Another state-of-art infrastructure proposed is the construction of an automated multi-level car parking facility at Itanagar. While the first floor of the nine-story building would be utilized for commercial purpose, the ground floor and all other floors would be parking lot accommodating at least 214 cars.

Other developments proposed in the project are a by-pass road (double lane) for the capital from Naharlagun to Itanagar via Chimpu, a multi-utility transit center for state-run buses and an elaborate storm water drainage system.

 

 

Garbage to be collected regularly

ITANAGAR, July 3:  The garbage would be collected regularly from designated collection points and residences in the Capital Complex.  This was decided in a meeting with Chief Municipal Councillor, Kipa Kaku and other Councillors of Itanagar Municipal Council (IMC) held under the chairmanship of Capital Complex deputy Commissioner Mige Kamki here today.  The meeting was held particularly to discuss about proper sanitation and management of garbage disposal system within the Capital Complex.

The DC also appealed the denizens of Itanagar Capital Complex to cooperate with the IMC for proper maintenance of garbage disposal system.

Terming improper garbage disposal system as one of the causes of the recent damages due to flood and landslide, the DC hoped that the public have  already become aware and will work together in making the Capital Complex a better place to live. He further requested everyone not to stock building and other construction materials and garbage on the roadsides, nallahs, drains contributing more to disaster.

Earlier in the morning, a meeting also was held with the Air force team lead by V.P.V Baliga Sq. Leader, Commanding Officer, 11 Airmen Selection Centre.  The  DC informed that the Air force is permitted to put up banners at DNG College and erect signboards, flexes at feasible locations within the Capital Complex which would help to create awareness among the youths about the forthcoming Airmen Recruitment Rally to be held during 26th to 28th September at Itanagar.  DIPRO

 

 

Talar wins silver at All India Ranking Tournament

ITANAGAR, Jul 03: State's top badminton player Laa Talar lost to Lakshay Sen of Uttarakhand in the final of the All India Ranking Badminton Tournament 2015 for Boys and Girls under 17 and 19 age group held at RSC, Cochin, Kerela from June 16-21, thereby winning a silver.

Talar was defeated by Lakshay in straight sets with a score of  21-06, 21-15.

Talar entered into the final defeating Chirag Sen of Uttarakhand 2-1 sets (18-21, 21-06, 21 -17).

Taking part in boys U-19 single, state's another player Jokom Ribya crashed out of the tournament in the first round.

Laa Yajum and the pair of Pinky Karki and Taring Yania also made first round exit in girls U-17 single and girls U-19 double events.

In PNB Metlife Chaaji Memorial All India Sub-Junior Ranking Badminton Tournament 2015 (Boys and Girls U-13 and U-15 years held at Thyaraj Stadium New Delhi from June 23 to 27, Laa Tukum of Arunachal Pradesh pairing with Yash Raikwar of Madhya Pradesh finished runners up.

They lost 21-19, 7-21, 17-21 to Akash Thakur of Bihar and Maisnam Meiraba in the final of boys under 15.

Tukum and Yash beat Qadeer Moin Uddin Md of Telengana and Vishnu Vardan Gourd of Andhra Pradesh in 3-1 sets (21-19,7-21,17-21).

Participating in boys single, Laa Tukum lost in pre-quarterfinal while Tamin Kenith crashed out in first round.

Sonam Tamang reached 2nd round in boys under 15 single while the state's team for boys U-15 double even made first round exit in main draw.

The tournament was organized by Sara Foundation.

Laa Ribe and KR Singh were the Manager and Coach of the state team.

 

 

Taku inaugurates Mini Indoor Stadium, declares Badminton Open Championship open

SEPPA, Jul 03:  Tax & Excise Parliamentary Secretary Tapuk Taku inaugurated a newly constructed Mini Indoor Stadium and declared the Badminton Open Championship-2015 open in presence of East Kameng DC and other officials here today.

The championship was organized by the East Kameng Badminton Association (EKBA).

While addressing the players Taku said that there is no dearth of talent among the youths in the district and appealed the youngsters to aim beyond district level and participate in the national and international level competitons. He said that the state government is giving top priority to sports including sports quota in government job besides, awards for the winners of national and international level competitions. He also urged the players and the committee members to maintain the Mini Indoor Stadium so that it will benefit the future generation. He further informed that a multipurpose cultural hall shall also be established within the town. (DIPRO)

Don’t waste public money

State government is announcing series of measures to improve the road condition in the state capital. Incessant rainfall has caused havoc across the state. Road communication especially in the capital complex has been badly affected. Situation is so bad that Chief Minister Nabam Tuki himself had to make field visit in order to get the first hand information.

 Following the extensive tour, Tuki held elaborate discussion with his cabinet colleague regarding the condition of road.   State cabinet has decided to release Rs 15 crores for emergency repair and maintenance of roads and bridges. This is in addition to Rs 10 crore approved as immediate relief for the state last month by Union Minister of State for Home Affairs Kiren Rijiju. Both state as well as union government is providing fund for the maintenance of road. However it is seen that executing agencies does not properly use the fund. The unholy nexus between contractors and corrupt officials is the root cause of all the problems. Due to such nexus, the quality is compromised and therefore road rapidly gets damaged. Chief Minister should personally monitor the work so that funds announced by him are not misused by his officials. In this time of financial constraint, the state government cannot afford to waste public money.

Fees in govt schools

Dear Editor,

Due to high rate of tuition fees and admission fees in Govt. run school, it is difficult for poor parents to send children to school. RTE Act, 2009 gives the right for free and compulsory education between the age group of 6-14. Why is the concern department not implementing the norms of RTE Act in the state?

The schools fees from the students will affect the poor parents in the villages and towns of this state and they may even discontinue the education of their children. Many  students from remote area are  depended  on government for their education/schooling. The government should pay the tuition and admission fees of the students who goes to government run schools if it is worried about the betterment of the students.

Violation of RTE Act

Dear Editor,

Through the columns of your esteemed daily, I would like to draw the kind attention of all concerns towards the norms of RTE (Right to Education Act) 2009.

The RTE Act was established in 2009 by UPA govt, which came to force on 1st April, 2010. The former prime minister, Dr. Manmohan Singh has emphasized that it is important for the country that if we nurture our children and young people with the right education, then India will be strong, secure and prosperous country.

The RTE provides free and compulsory education for all children without admission fee from class I to VIII. It has been a part of directive principle of the state policy under article 45 of the constitution which is part of chapter 3 of the constitution.

But in some place in our area, authorities neglect the norms of RTE and they charge  fee from poor student which means they violate the right of the children and RTE law.

So I would strongly appeal the department of Education and National Commission for Protection of Child Rights (NCPCR) to see to the matter and take a strong action against such violators.

Sort out the boundary disputes

Dear Editor,

Late Gopi Nath Bordoloi who was in charge to demarcate the boundary between Assam and Aruanachal failed to do justice to the two states as the commission did not inspect the actual boundary disputed area and Commission had no representation from Arunachal.

Again in 1979, Chief Minister of both the states had fruitful meeting at Guwahati to maintain status-quo and not to encroach on other’s territories. But govt of Assam , particularly forest department has violated the status-quo and frequently encroaches the land and properties of people of Arunachal Pradesh and also arrested many innocent people of the state.

The govt of arunachal has filed a petition on boundary dispute in supreme court of India against Assam govt which led to constitution of a local boundary commission headed by a retired judge of supreme court to inspect the ground reality at disputed areas of both Assam and Arunachal. After the inspections and examinations, it was published in local dailies that the claims of land by people of Arunachal is 70% genuine and justified but our state govt is not taking any serious concern over boundary problem which is a serious threat for us in days to come.

The Assam and Arunachal boundary dispute is becoming like a cancer, which needs a permanent demarcation in way of give and take policy for peaceful co- existence and well being of both the states. The Supreme Court of India has notified to both the states govt to maintain the status-quo but repeated eviction continues and assaults of many more peoples of Arunachal in NH52.

The matter is subjudice in the Supreme Court of India. Why is the state govt not filling cases against forest officials of Assam on charges of contempt of court?  

The last congress – led govt in both centre and state has had the opportunity to solve the boundary problem but could not solve it.

The centre and state govt should have a separate department of boundary affairs to look after the boundary problem under ministry of home affairs and govt should appeal to the supreme court of India to give the judgement on interstate boundary dispute on an early date.

It is perhaps a critical fact that presently we have a union home minister state who belongs from North Esat India and there are high expectation to solve the boundary problem and both the state govt shuold have regular meeting over boundary dispute as well as to strictly maintain the status-quo.

There should also be efforts to have especial packages for inter-state border development.

Govt. has to encourage forming peace committee along the disputed areas and cultural exchanges to foster peace.

Student organisation like NESO, AAPSU, AASU etc and other NGOs should make efforts for demarcation of the boundary and also create awareness or sensitization programe in disputed area.

It is only when govt communities work together that we can hope to find a solution to this problem that has affected lived and divided the communities.

Tourism and road connectivity

Dear Editor,

I would like to pen a few lines on Arunachal Pradesh which is considered to be the one of the hottest tourist destinations of the country. But due to varying factors, tourism industry has not moved ahead even though there are beautiful places like Mechukha,Tawang, Bomdila, Ziro and Pasighat and so on.

If I consider than we can manage most of the circumstances as Arunachal Pradesh itself is the land of diverse flora and fauna and foremost the land of rising sun.

But the bad point is the pathetic road condition that becomes devastating in nature and this poor road condition limits the movement of tourist. So first and foremost according to my opinion, is building better roads and improving connectivity.  

If I personally consider the route between my native Ziro and Itanagar,  than it is like the “Mauth ka kuwaan” where it seems that we are performing at a circus while travelling which can be fatal. The story is same everywhere in the state.

I fill pity for my own state that we have the ability but have not been able to capitalise on anything.

I only wish and hope that beauty of our state would not fade away someday before it is explored because our roads itself acts as chief obstacle.
